Director of People Opportunity

Principal purpose of the role:

  • To lead the organisations in the provision of a comprehensive and effective People Directorate across a range of functions, maintaining a joint Directorate that is integrated and coordinated with a team approach across the various disciplines.
  • To act as the head of profession and senior advisor to Chief Officers

Main activities of the role (This list is not exhaustive):

  • Overall responsibility for the People Directorate of Norfolk and Suffolk Constabularies, leading the following functions: HR, Resourcing, Learning & Development and Workplace Health Safety & Wellbeing.
  • To provide innovative, dynamic and effective leadership and strategic direction across both constabularies, ensuring that appropriate strategies and practices are in place to deliver effective people services aligned to operational and customer needs.
  • As the head of profession, provide advice to Chief Officers and Senior Leaders on the full range of people issues from a national/policing perspective alongside any legislative changes to ensure that both forces are best positioned to deliver first class people services to their workforce. To represent both forces nationally on such matters and protect the organisation from risk.
  • Drive changes to organisational culture, ensuring public service is supported and a learning ethos is embraced.
  • Ensure the organisations adaptability to a dynamic environment, leading on change both internal and external to the directorate and supporting the people aspect of all change programmes.
  • To manage the People Directorate at a corporate level ensuring the appropriate advice, direction and support is given to Chief Officers and Senior Leaders on all specialist strands of the people directorate including complex employment matters.
  • Deliver consistent standards of professional best practice in the Directorate’s main disciplines of HR, employment law, CPD, health and safety, wellbeing and resource management.
  • Further develop and embed a collaborative People strategy which meets the needs of Norfolk and Suffolk Constabularies, their workforce and recognised staff associations.
  • Be responsible for ensuring the organisations’ workforce is efficient and effective, through the innovative leadership of recruitment, development and support of people. To include the development of reward and remuneration procedures.
  • Be responsible for the effective management of change across the constabularies, advising on strategies and delivering outcomes agreed by Chief Officers.
  • Further develop People Directorate systems and practices, leading to the provision of value-added people data and solutions.
  • To provide specialist advice to the Office of the Police and Crime Commissioner on sensitive HR issues and employment law.
  • Liaison and relationship management with staff associations e.g. UNISON, Federation, Superintendents Association etc.
  • To promote equality, diversity and inclusion in all aspects of employment through strategic, policy and operational developments designed to ensure that equal rights and inclusivity underpin all aspects of people activity.
  • To control and be accountable for People Directorate budgets in accordance with relevant Financial Regulations.
  • To lead and manage significant projects as required, for example PEQF.
  • To oversee responses and representations in respect of Employment Tribunals.
  • Any other duties commensurate with the role and grade as may reasonably be required by line management.

  • The core function of the role can be delivered all /predominantly from home, with attendance at police premises for specific purposes. These purposes can include for wellbeing, 1:1s, team / cultural events, on-site meetings, creative or collaborative activities.
